If N.Y. wasn’t overly: taxed, regulated, and litigated then
perhaps there would be less homeless people. No, this is obviously crazy thinking on my part; my bad.

I think this is just a way for the city and state of New York to dump there problems with the economy and the homeless, in my opinion, temp. with the family they are sent to until employers give them not hiring gag ect. and the family can not support an entire family any more and then they end up in our shelters draining our city and state resources. this seems like a state just looking out for themselves.
