Fla. senator submits bill to legalize recreational marijuana use

Bullard's legislation calls for 10% of revenues to go towards education.


(NaturalRevolution.org) TALLAHASSEE, Fla. – Amid a long-running debate about legalizing medical marijuana, South Florida Senator Dwight Bullard wants to go a step further and allow the recreational use of pot.

Sen. Dwight Bullard, D-Miami, filed a detailed proposal on Monday that would allow people age 21 and older to possess up to 2.5 ounces of marijuana for personal use and to cultivate up to six marijuana plants.

The 50-page bill also would provide details about issues such as the sales and taxing of marijuana.

Bullard also filed a recreational-marijuana bill last year that never received a committee hearing.

A summary of the bill:

“Ten percent of the revenues derived from retail tobacco products dealer permit fees collected under s. 569.003 shall be  transferred to the Department of Education to provide for  teacher training and for research and evaluation to reduce and prevent the use of tobacco products by children.”

“Until January 1, 2024, an amount equal to 5 percent of  the revenues received by the division during the previous month pursuant to the tax imposed by s. 566.012 shall be transferred to the Department of Health to be used to provide grants for the  purpose of producing peer-reviewed research on marijuana’s beneficial uses and safety.”

“Except as otherwise expressly provided in this act, this act shall take effect July 1, 2016.”

So in addition to this bill allowing the cultivation of cannabis and ending prohibition of its use, it would allow further research that details cannabis’ health benefits, and educate children on the prevention of tobacco use, among other provisions.

It’s apparent that the bill submitted by the Senator, goes into fine detail about the many aspects of the legalization of marijuana and the rules which would be needed to set should this bill pass beyond the legislative committee and senate.

It’s likely that this bill won’t get to the legislative committee, especially without supporters of this bills.

The best chance for this to move forward, is to have as many Florida residents contact your State senator and tell them you support this bill SB 1176.
