Palmer, 49, was booked into the Broward County Jail.

(Sun Sentinel) FORT LAUDERDALE, Fla. – A West Park man’s home surveillance video recorded him performing an indecent act outside his house, the Broward Sheriff’s Office says.

A neighbor complained to a deputy that Gary Palmer, 49, was clad only in a green bathrobe as he stood in his yard at lunchtime Monday and masturbated while staring in the direction of her and her 2-year-old child, according to Deputy Wilinne Renard’s report.

Palmer was arrested at his home on Harvard Road after he allowed deputies to view security footage that showed him behaving as the neighbor described, Renard’s report said.

Deputies confiscated the robe and the digital video recorder.

During Palmer’s first court appearance Tuesday, Broward Judge John “Jay” Hurley ordered a $25,000 bond.

Though Palmer was charged with lewd and lascivious behavior against a child, the judge found there was no evidence the toddler witnessed Palmer’s alleged actions because the police report said the mother took her child indoors.

Hurley said there were reasonable grounds to support a misdemeanor charge of indecent exposure against Palmer.

Assistant Public Defender Dale Miller protested the bond amount, arguing it was too high for the alleged misdemeanor offense.
Miller described Palmer as a small business owner with strong family ties.

Hurley kept the bond amount intact and also ordered Palmer to stay 500 feet from his neighbor and to wear a GPS monitor if he gains release before trial.
